These are simple, free and effective. You can make them even better by spraying and attaching little decorations etc.

Wow, so many ideas! we don't have a resource or craft centre (closed last year because of council cutbacks) but one of the volunteers works in a school so I'm going to ask her if there are any bits and bobs that might be able to come our way (school is very supportive of us usually).
Spoken to about 10 friends and have been kindly loaned a pack of flameless candles, a box of decorations (they have no idea whats in it!) and the services of someone very crafty! I'm going to try freecycle/freegle to see if there's anything I can borrow, thankyou sooooo much

If you have spare wrapping paper and teenagers at your disposal, why not make some bunting for the ceiling? Cut a triangle from a cereal box and use this as your template, cut out lots and lots of triangles from the wrapping paper and staple it to some thread. You could run this along the ceiling interspersed with some snowflakes (these can be dangled from cotton to give some differing heights)0
