My son loves Minecraft. He played it on an old Dell desktop but there were problems with the minimum graphics requirement and in the end we had to get a better graphics card (128 MB).
The Minecraft site has minimum specifications. If you can get an old PC which is up to the job (I estimate that a typical £50 - £100 PC bought second hand from someone you know could do the job) that might be the best bet.
I would avoid a laptop as all that building is hard on the keyboard !0
