Paying bills with 0% on purchases Credit Card

Hi,
I'm not 100% sure what 0% on purchases 100% means. A !!!!!! moment lol.
With Tesco Credit Card I know that when I go into a shop and buy things I don't get charged interest for 18 months, same as buying things online.
But what about paying bills with it. Are they also known as purchasese? These include paying Water, Electricity, Gas, etc.
What about if you have an ebay business and want to pay your ebay selling fees, is that also fine to pay with the 0% interest on purchases?
What about paying FedEx VAT and Duty on some items I had bought from abroad? The amount payable is in GPB currency. Can I use this credit card for that?
For this credit card, I aim to never pay any interest on it, but will be nearly maxing the card out, but will pay all money off from the card near the end of the 18 months period.
Please help on the above questions.

paying 'bills' would usually be classified as purchases but you need to check whether or not the 'retailer' will accept payment by CC and if so whether they make a charge0

eBay is one that you can certainly do.
The others you may be able to but not all accept credit cards and those that do may charge a fee (or you lose the discount of paying by DD)0
