Buyer not responding to case..

Buyer opened an SNAD last month for an item they bought and COLLECTED from me and paid CASH. Item was £100.

There was lots of messages back an to in the case and we were just going around in circles..

As a gesture (and to shut them up) I offered them a £15 refund.

This was 7 days ago and I've heard nothing since.

What happens with the case if they don't bother responding?

Forgot to mention, they left negative feedback the day after they picked the item up..

EDIT: They were quite hard to deal with prior to them buying.. I wish I had blocked them now lol

Unless you believe the item you sold is definatley SNAD then you don't have to offer them anything. As it stands ebay nor paypal are able to refund purchases paid for in cash.
As they have already left you a neg you don't stand to gain much by keeping them happy.
I think the case stays open until either the buyer closes it or a certain time lapses (think 30days but not sure) either way as they paid cash they should have checked they were happy before leaving.
