British Gas Going Back On Their Rebate Promise

12 months ago I contacted British Gas for a quote to supply a gas main to a house I rent out.
On applying for the quote the telephone operative said that if I switched the electricity over to them and installed a new energy A rated boiler they would give me a £400 rebate made payable in postal orders to myself within 60 days of completion. All I had to do was to carry out the work, switch the utilities and fill in their rebate form.
I did all of this and waited the 60 days. After 3 months I decided to contact them. They had not received the rebate form!!! So I requested another and filled that in and made copies. Nearly 12 months on and still no rebate. I've contacted them on to my knowledge at least 40 odd occasions now and cannot get anywhere with them.
I have written to the ombudsman and also filed a complaint with British Gas. Their complaints department have now tried to back track and say that the £400 is what I would be saving by switching over and that I read the form wrong!!! When I pointed out that I have it in writing that they will pay me within 60 days and in the form of postal orders, they have not replied!!
I feel the only option open to me now is to get a legal representative involved and to take them to the small claims courts. Nobody from British Gas will work on this with me and they do not want to know whatsoever.
Has anybody had anything similar and what was your course of action if so?
