Part missing delivery

A friend asked me to sell 4 tyres on ebay for him, so I did, the buyer paid immediately and I informed my friend of the address, and I made sure that he got it sorted straight away, and I could provide the buyer with all the tracking details.
Parcel force came to collect all 4 tyres, all 4 were checked in at the nearest depot, then checked out into the national hub ?? Only 3 tyres went further and got delivered.
I'm chasing Parcel Force hard, went to the nearest depot and they said that its not here and it has been logged as leaving. I've tried phoning, spoke to them once and they promised to track it down and call back (never happened) tried phoning all day yesterday and no answer.
Today the chasing continues. So far the buyer has been fine, as they can see I've done my bit and its parcel force's fault.
But what if the tyre isn't found soon?? What would be a sensible offer to the buyer, partial refund? refund of postage?
Just hope it gets found and delivered.
