Civil Penalty Charge Notice from private company...

Am I right in thinking a private company is not allowed to call their ticket a penalty charge? Or does the word 'civil' make a difference?

I've received a ticket from a bunch of clowns but it's got 'Civil Penalty Charge Notice' on the ticket and sticker.

It also says all appeals must be sent with full payment and it will be refunded if the appeal is upheld! :rotfl::rotfl::rotfl: Yeah right!!

I will be completely ignoring it - I'm just curious about the wording.

Who gave you this illegal fake ticket ?
Excel Parking, MET Parking, Combined Parking Solutions, VP Parking Solutions, ANPR PC Ltd, & Roxburghe Debt Collectors. What do they all have in common?
They are all or have been suspended from accessing the DVLA database for gross misconduct!
Do you really need to ask what kind of people run parking companies?

  • It is not allowed to include the words "fine" or "penalty" anywhere. You are correct to ignore - but it might be worth firing them an anonymous email asking who gave them permission to issue penalties. I'm guessing this company isn't a member of the BPA.

Just ignore them they are not BPA AOS members so should not be able to acquire your details anyway.

Looking at an old PePiPoo thread, the website was like that in 2009, so I don't think they'll be updating it anytime soon! Most of the links don't work.

They say customers enter a contract that is legally binding when they enter the car park.

The say they will get details from the DVLA although they clearly can't.

They say they will issue court proceedings and reserve the right to sue for more money if they feel they need to.

You have to appeal to their Chief enforcement Officer with the full fee! No appeal will be accepted without the full fee! :rotfl:

They won't get anything from me but a woman stopped me in the car park and told me they won't let me off as she had one and they made her pay it. She said she appealed to the theatre and to the parking firm but they wouldn't budge.

I informed her they are a private company and have no right to issue a penalty charge and she should have ignored it.

In the end she walked off but she was still adamant I would end up paying it! Ho hum - you can't educate pork!

Stupid woman, ofc they wouldn't allow her appeal, that isnt the business model they operate. The killer point when you argue with stupid people like this, who woudl rather pay than admit they are wrong, is ask them who they think has a legal right to issue a fine, the answer being ofc is that no one can issue fines except a court, and only the police and council can prosecute in court for declining an invitation to pay a Penalty Charge Notice. Anything else is just voluntary mugging.

Some people simply prefer to pay for there arrogant stupidity, theres nothing you can do about that, more money than sense.

If people want to throw their money away, that's their business. But I resent the receipients of that money being the low-life, unethical, bullying, intimidatory scum that are the PPCs.
  • Before I found this site, many moons ago, I too thought that parking was official or semi official and would never have considered ignoring, I would have paid. This was down to ignorance not anything else. Now I know better.
Its our job to educate them where possible.

I literally received a Civil penalty charge notice from the same company yesterday. I was googling to see if I could pay online so how glad am I that I found this thread instead! Suffice to say ill keeping my money in my pocket, thanks for the advice.

Am I right in saying though that if I receive a letter to my home address from this company they will have obtained my details illegally?

Correct. Do come back and tell us if this happens!

We can advise you on what to do in the event of that happening.
