child safety for windows...

If you have double-glazed windows that open sideways (ie, like a door) but you'd rather have the kind which are solid but for a small section at the top which opens horizontally outwards, is there a cheap and easy way to replace that section?
Also, with regard to the first type (ie, the door-style opening window) does anyone know of any safety accessories or techniques to stop kids from opening the window?

We have put chains on them so that we can open them but only 2 inches so he can't fall out. We just bought a metre of chain from b and q and looped it behind the window fixings - we just unscrewed them and put the chain behind and screwed them back on and put one of those screw fastenings on so we can undo it if we need to. It means we can open the window but only 2 inches and it is strong enough not to break.Praying at the church of MSE should be compulsory!
There are three types of people in the world, those who can add up and those who can't.0 -
Have a look at https://www.jackloc.com for their window restrictors. We fitted these on our double glazed windows and have found them to be really useful and not expensive to buy.
Take care when fitting them that you are at the edge of the window frames and aren't going to drill into the actual glass.0
