toilet training a puppy

a couple of weeks ago we got a pomeranian hes now 12 weeks and toilet training is not going very well, i was prepared for accidents but he is messing in the house several times a day, his bed is crate and hes even messing in there, i thought dogs didn't mess in their beds? i wouldn't say theirs been any improvement after 2 weeks.
Puppy pads didn't work, he just plays with them, he did use them a couple of times and i made a fuss of him. I work from home and i'm home pretty much all the time apart from doing the school runs, i let him out about every 30-45 mins for a couple of minutes and he does sometimes go then.
I do have another older male king charles, i'm wondering is the puppy scenting, because sometimes theres lots of little wees. I use a mop and bleach to clean the floors after accidents, am i not cleaning properly? I leave water down all the time and he does drink alot, compared to our older dog should i remove water?
I'm hoping someone will come along with some advice, thank you.

Puppy Pads IMO are a con, they encourage the pup to go inside, and then confuse it when you want to get them out.
The only way (again IMO) is to every 30 mins or so get the dog on the lead and take him / her into the garden, and wait............... and wait............... and wait................ for the 1st few times at least you stand there like a total fool until they go.
Once they start to go add the command "do biz" "go pee pee" whatever you feel comfortable will.
Once they do make a fuss, lots of praise, squeaky toy perhaps a treat of some kind (not food).... whatever does it for your pup.
You have to do this overnight too, every 2/3 hours so set the alarm to avoid waking up and standing right in it! Just me?? I doubt it.
Repeat the above as necessary.
Be consistent.
Be patient.
Don't get angry at accidents.
Re: cleaning up accidents I can never remember if its bio or non bio your supposed to use but I am sure someone else can tell you then. Bleach is no good as it doesn't get rid of something or other.
Also ignore all the people who tell you Poms (and other small breeds) are impossible to house train, usually it just means they cant be a*sed, and don't mind picking up little presents of poop. If they had to clean up steaming great mounds of s*ite after a larger dog they would probably try a lot harder.0 -
As Pthree says, bleach will not remove the smell of pet accidents. You need Biological washing powder/liquid or a specialist pet accident cleaner.
If it's wee then soak up with kitchen roll or something absorbent and get as much out as possible. If on a carpet do it ASAP as it will go through to underlay and the smell can remain.0 -
Probably only has a teeny tiny bladder so may not yet be able to hold it too long. Maybe switch to outside every hour or two hours BUT stay out until he goes then praise. Your puppy does not seem to be connecting going outdoors with toileting.

It took a couple of weeks for our lab Honey to get it too. Pthrees advise is spot on.
You just have to keep taking them out every 30 minutes. If they don't go after 5 minutes bring them in and stick them in the crate and try again after 5-10 minutes - keep repeating until they go. Then treat them and hugely praise them once they've gone so you don't distract them - a bit of their kibble and lots of excited clapping etc.
We were told to use our trigger word as soon as we got out to the spending area but I'm sure there isn't much of a difference to saying it only when they go.
Oddly Honey only stopped going in her crate when we stopped putting newspaper in there - otherwise she was also quite happy to go on it but that was within a day or so of her finally getting how to go outside.0
