Why put up 0870 contact numbers?

I noticed on the article on credit rating that the number given to contact Equifax for cancellation purposes was 0870 0100583.
Having checked the saynoto0870 site it appears there is another number: 0800 7839421.
For Experian only the 0800 number was given.
Doesn't it seem at odds with the site's philosophy to put up an 0870 number where there is a freephone one?
