Jobseekers and Starting Business

I am embarassed to say that I have been claiming jobseekers for far too long. I am a single male over 35, living in rented accommodation. I claim Jobseekers and Housing Benefit.
I have had little luck finding a job in the last 12 months, so started looking at starting a business under the New Enterprise Allowance Scheme. I progressed with this, and did my research, asked relevant questions when I went to sign on, and kept looking for jobs while I was doing my research.
In the meantime I was force to join a back to work course, without been informed that this would prevent me from signing up for the Enterprise Allowance Scheme I was planning to use, and it is on my record that I was researching setting a business up.
I am now in the position that I believe I have a workable business, but to start it, means going from job seekers to nothing, which isn't possible. I'm not looking for huge great lump sums of cash, I just want to ease my way gently into supporting myself again.
The only option the "Back to Work" course can suggest is going self employed "part time", but my business plan involves some serious long unpaid hours getting the ball rolling at the beginning so I wouldn't be available for other work. They told me to lie about the hours I was working and say I was part time. I think they missed the point that I wouldn't have to search for jobs as well.
Can anybody suggest away forward?
