Well had a reply about these jokers from the dvla. Lets see what the bpa will do now that one of their members has complete lies and misrepresentations on their website and fake tickets issued.
Thank you for your email regarding this company.

I can confirm that this company have not obtained any information from the DVLA to date. I have emailed them regarding their claims to be able to access DVLA data.

The other issues, including their claim to be a BPA AOS member and the use of the word penalty has been referred to the BPA for investigation.

    Probably ;) but its about the bigger picture on how the parking companies are out of control, and the bpa is not doing anything about it. Lets face it they should be doing what the dvla is doing, why should a government department like this be policing private companies when there is trade body in place ?

    So had a reply from the BPA in regards to the complaint about these jokers, what a reply it was, and fully expected that they basically say thanks for the email we are going to nothing about this company deliberately misleading the public with claims of authority, or fraudulently saying they are members of the AOS, and that they openly lie informing people that they will get the DVLA to give them RK details that they cannot get.

    Then they do nothing about the illegal activities of PCN (NW) Ltd who sell on RK details to non AOS members through http://www.paymypcn.net . doesn't it make you feel good that the BPA are now complicit in this, and refuse to do anything about it?

    Thank you for your letter received (31/10/2012) which refers to a parking incident which you experienced with (London parking Solutions). We have given your case the reference () and would ask that you use this on any future correspondence.

    I can confirm that (London Parking Solutions ) is NOT a Member of the Approved Operator Scheme which was developed to bring a degree of regulation to an industry without primary legislation. Therefore it is with regret that we are unable to actively assist you in this matter. If you wish to take it further you are advised to exhaust the operator’s appeal process and if you are not satisfied with the outcome you may wish to pursue the matter through the courts.

    While non-Members operate under no legislation as parking on private land is unregulated, there is a clear expectation that our Members operate in a professional manner and those who are responsible for parking enforcement on private land sign up to our Code of Practice. We receive a number of complaints about our Members and all of them are investigated. If following an investigation, a member is found to be non-compliant of the Code, they would be subject to our Sanctions Scheme. Under this scheme Operators who are not compliant with the Code can expect to receive a number of penalty points depending on the severity of the offence. As with driving offences, once an operator’s ‘licence’ has reached twelve points in any given 12-month period, then they are likely to be faced with suspension or expulsion. The Code of practice can be reviewed on our website- www.britishparking.co.uk.

  • I've just come across this thread searching for information about London Parking Solutions, and felt what I have in front of me may help other members searching for information.

    I have a "PCN" from this mob and in the small print the wording "London Parking Solutions Limited. Membership of the BPA and AOS has been applied for and are registered in England and Wales no. 06414401"

    So they aren't BPA registered. Hope this helps SOMEONE. :)

    PCN (NW) Ltd have a domain registered (At the Layton Drive address) but it resolves solely to the paymypcn.net portal.

    Paymypcn.net is a t/a title of Roxburghe (UK) Ltd as disclosed on their current CCA registration and as confirmed in the privacy policy page on the paymypcn.net website. The fact that Roxburghe have availed themselves of a registration privacy service in respect of the domain seems a little pointless.

    It is always worthwhile confirming that Roxburghe's CCA debt collection licence remains endorsed to the effect "Minded to revoke" by the OFT. This has been in place since 20 May 2011 and would seem to need to be resolved by late March 2013 as that is when Roxburghe's current licence expires. One wonders on what grounds a new licence could be issued if there is sufficient concerns to investigate/monitor their existing one?

    The CCA licence of the associated organisation - HFO Services Ltd - is also subject of the same endorsement and it relates to the application for a renewal of that licence originally made in September 2009. For a renewal to take this long to pass through the process must be something of a record. However, there can be little doubt that this is as a result of the far wider ranging investigation of the whole Roxburghe/HFO/Turnbull Rutherford set-up.
    My very sincere apologies for those hoping to request off-board assistance but I am now so inundated with requests that in order to do justice to those "already in the system" I am no longer accepting PM's and am unlikely to do so for the foreseeable future (August 2016). :(
