Do comparison sites include standing charges

I have used comparison sites several times but the last switch (to firstutilty) did not yeald the savings predicted. Having looked at a number of alternative suppliers the firstutilty price per unit rates don't seem too bad. On the firstutility bill there are standing charges though.

Does anyone know if those standing charges are included in an overall price comparison?

I have calculated that the standing charges add another £390 per year to the usage charges
