Ebay not fit for purpose - Advice

I bought some postage boxes that are meant to fit inside the post offices 25mm slots to enable me to post items as a large letters instead of packets saving £1.50 per time.
They were advertised as 23mm but when the turned up they were 25mm and simply dont fit through the slot in the post office. (The seller insists they do, but Ive tried and they dont!)
He's suggest just putting a stamp on and putting them in a postbox but I need the proof of postage. Therefore these arent fit for pupose. The seller has offered a refund of the purchase price.
Ive not questioned him yet as I dont want to upset the apple cart yet but do you believe this will be the purchase price + P&P paid?
Can I recover the cost of me returning the items? As there are 200 so likely to set me back £10+
If id changed my mind I wouldnt be complaining about this but Im having to return them as they simply arent useable and not made to the size advertised. The seller has 10K+ feedback and the only negatives are these boxes so plenty of others have bought them and been unhappy so he must have known they werent right. I should have checked but when you see 99.7% satisfaction you dont tend to check and more.

As the seller is showing he may be uncooperative. I would open a case for SNAD (significantly not as described). Ebay cases take longer but you may get a returns postage voucher (not guaranteed) Paypal cases are quick but you definitely won't get anything for returns post.
Either way, as long as you send the item back tracked, you will get your FULL original payment refunded.0 -

I agree with Crowqueen 99.7% is always worth a look to see what negatives & neutrals they have. 0.3% might not seem much but if they sell masses daily/weekly/monthly then that could be a lot of less than positive feedback.
You could take them down to your post office and ask then to see if they fit the slot, if they do not then maybe? they might sign a pre written note to say they are too big.
Then send your seller proof of item not as described.
You would have to pay the return postage so it then comes down to cost, do you retain or send back. Ask them to inform you if their offer to refund includes ALL of the initial cost and if not happy with what they say, open and escalate a dispute and then send back (tracked - extra cost) so you can prove return of disputed items.Everything has its beauty but not everyone sees it.0
