Trader sends Postal Order instead of refunding PayPal C/C?

I paid for something several months ago the maker wasn't able to deliver. I paid via Mastercard through PayPal. Now he's sent me a Postal Order for the money saying he can't refund my credit card through PayPal. He says they 'won't allow it because it's over three months'.

Can anyone explain this please? Is he being truthful and is his position different because he's a business seller? This wasn't an eBay purchase by the way, just bought from a website. Seems a bit odd to me.

    Yes it is. He can though send you money, which will likely be subjected to the standard PayPal fees.

    Cash the PO and you will be in the same position as before

    Yes of course I have the money back so there's no problem as such [though it's very inconvenient since I'm housebound]. It was really this idea of a time limit that flummoxed me. Why should there be one is the first question that comes to mind. Anyway I asked really as a guide for future reference. Thanks for replying.
  • There are a variety of reasons why time limits apply (just the same why a cheque is only valid for 6 months) but it is correct, to actually refund via the system PayPal apply a 3 month limit.

    After that they can send you money but technically it isnt a refund (according to paypal system) and depending how the transfer is funded (credit card, bank transfer etc) then there would be fees payable on that transaction. If it had been done as a refund then actually the original fees the vender paid would have been reversed too.
