Loft insulation in small space?

Can anyone think of any bright ideas how I can install loft insulation in a very small space? The council won't do it because there isn't enough room for access.
There is only about 1 foot in between the rafters and joists. (a little more between the floor and the roof) The joists are about 40 cm apart and there are electric cables nailed to some of them.
I don't mind crawling about there myself (I'm female and 5 foot 2, very small build) but I just don't know if I could manage to get in there far enough to unroll the rolls. The longest space is about 6m from the hatch to the far wall, but there is a wooden frame thing in the way with a gap that I don't think I'd fit through. Because of this awkward frame and the cables I don't know if even unrolling it with a broom handle would be possible!
I'm desperate to get some insulation up there as my flat is freezing cold. I own the flat by the way.

If you decide to have a go yourself - NEVER do it without someone else present.

Bit off the wall but as insulation works best due to the air trapped in it, I'd be inclined to get a roll of it, rip it up into balls/chunks and throw it in (probably cheaper than buying the ready made loose fill insulation). Once you've got enough in there you can try and spread it out evenly maybe with your broom handle, or if you can get hold of a cheapo one of those telescopic walking poles.Adventure before Dementia!0

thanks for the ideas! I would definitely need someone else present to hand me the stuff, maybe I'd better get them to hold a rope tied to my ankle as well!0
