Downspout Removed

Our gutter drains away to our neighbours house, where the downspout is located. They have recently had the gutters replaced and the downspout has been removed. There is now no downspout between 4 houses.
Houses are all terraced from the early 1900's so downspout has been there for for a min of 10 years (when we moved in).
Should the downspout have been removed?
Can we make them put the downspout back?

Gutters have a very, almost undiscernible, slope so that the water from the roof runs towards the down pipe.
You could potentially end up with the water being unable to run away to a down pipe and it will fill up and overflow.
Builders don't fit down pipes for aesthetic reasons. If they can save a few pennies they wouldn't fit anything not necessary.
Your neighbours need to put the down pipe back to save potential problems later0
