student loan..when to pay back

hiyas, my partner had a student loan of £1,000 10 years ago, but still does not earn enough to pay it back , can you tell me if theres any rule that says he wont have to pay it back after so many years etc?

i thought it was the case that if you didn't earn over the amount which made you liable to start paying your loan back for 25 years, then the loan is written off.0
