In the scenario you suggest (having your ncd in use on a policy that is running), then your ncd is tied to that policy.
You could only use it for another policy once you have ended the policy it is being used on.0 -
presumably once you have cancelled the Swinton Bikes policy then any NCB that was attached to that policy becomes available for use on a new policy.
The fly in the ointment is that if you are in dispute with Swinton over costs assosiated with the cancelled policy they won't give you proof of NCB but, provided you had a copy of NCB from your previous insurer, then you could use that for your new policy.0 -

Your hypothetical plan to cancel, refuse to pay the balance on a pay monthly policy and then start a new policy is crazy.
As I have said: If you cancel a policy mid term you will not be entitled to any NCD from that insurer. Assuming you have not claimed on the policy you cancel you would be entitled to the NCD accrued from previous insurer/s. You may be asked to provide evidence.
You now appear to be posing a different hypothetical scenario. You cannot claim NCD on two policies at the same time.If you owe money on a policy that has not ended yet.
