Advice please

Hi I stay in a rented property (moved in June 2012) prior to moving in it had an electrical inspection done the only thing that showed up was the fuse box was old fashioned (says installed about 20 years ago).

Anyway I had noticed problems with the lights upstairs flickering so phoned letting agent who sent out a local electrician. The ceiling fitting in our bedroom had been loose so they repaired that, said they would need to come back out to look at other lights (bathroom, 2nd bedroom) as the wiring for these is in the loft and under a sort of floor. That night I went to put on our bedroom light and it took about 10 seconds to come on , tried again came on straight away and then I decided to not turn it on . Bought a new bulb from hardware store and it did same thing with that.

Neither my partner or I have any knowledge or feel confident with electrics so I've phoned letting agent who are supposedly chasing up the electrician to come back out. Just wondered if any of you can thing what the electrician has done when he put ceiling fixture back up as we have never had that problem with the light taking so long to come on. It didn't trip the switches or anything didn't make a noise either. I am not using the light and just using a lamp plugged into wall but I would like to know what anyone else thinks about this? Electrician did say no sign of burning on wires or anything but I don't exactly trust them after they've seemed to mess up the light even more.
