    My understanding is that it's there to protect you from a possible "unsafe" webpage and gives you the chance to either leave it, or proceed to the page and maybe take a risk. If there is anything dubious about the website (and normally I find there doesn't appear to be) and you decide to enter it, if you have a good anti-virus installed, I would have thought this would protect you anyway.

    To proceed to a potentially unsafe web page, you just click on the shield and it gives you the two options.
