do you have anything (letters etc) that states categorically that your Mum was ever in receipt of Attendance Allowance?
It may not matter that she doesn't have the letter originally awarding it to her.
DWP are saying she was never in receipt of AA - only that they sent her a pack but she never returned it.
If you can prove to them that they were indeed paying AA, then that puts things on a different footing.
They will have to say why it was stopped.
What does her bank statement say for the payment she receives from DWP?
My Mum's bank statement says;
< nino> DWP SP (i.e. State Pension)
< nino> DWP AA (i.e. Attendance Allowance)
If she were on other benefits, it would show (for example):
< nino> DWP PC (i.e. Pension Credit)
Disability Living Allowance appears as:
< nino> DWP DLA
For clarity, what is the prefix for the single payment she receives?
You say she is being paid one single amount.
Is she getting a full State Pension?
If so, can you do the sums to prove that the single amount she is being paid is for her state pension plus £51.85 pw (lower rate) or £77.45 pw (higher rate) AA?0 -

I would agree - don't let originals out of your possession, send copies only. Can she get out at all? There are places round about where you can get photocopies done, the local PO for instance?
Then it's a no-brainer.
I can't understand why the OP is waiting for her Mum's file.
If the OP does have incontrovertible proof that her Mum was in receipt of Attendance Allowance (i.e. the letters specifically say something like "Your state pension wef dd/mm/yy will be £xx.xx and your Attendance Allowance wef dd/mm/yy will be £xx.xx") and DWP are saying she was never paid that benefit, all she has to do is send copies to the DWP to prove they were wrong and ask why the benefit has been stopped. The ball will then be in DWP's court to comment.
I just think it's very strange that these benefits used to be paid separately and then were amalgamated, unless the OP's Mum changed her method of payment or frequency of payment at some stage which migfht explain that change.0
