PCN disabled badge on display!!

Last monday I went to my GP and parked in local authority car park on site. As I pulled in, I saw the traffic warden leaning on the barrier and looking up and down the road, looking very bored! so I made sure I set the clock to the correct time etc on the disabled badge.
I was inside for 10mins and came out to find a ticket on the screen. :mad:
Reason stated was that the disabled badge wasnt displayed properly???
The car park wasnt busy.
I had parked in a disabled space.
Id set the clock on my parking disc and the disabled badge was on the front dash and facing the right way up. I keep it in a disabled badge wallet, so theres no chance of it being obscured/bent etc.
There was a chap in another car and I asked him to come and look to see if he could see any reason why the ticket had been issued. He had seen the woman issue the ticket, but couldnt see why! He agreed to be an independent witness and gave me his name and address.
Ive taken pics of the car and of the badge clearly visible.
I came straight home and sent an email to the address on the reverse to tell them they had it wrong, but at the time i couldnt transfer the pics from my phone.
What's so annoying is I have clearly done nothing wrong at all, yet the bored warden gets to play with my time and I have to take time-out to prove my innocence. Its the equivalent of harrassing the public and you are considered guilty until you jump through hoops to prove you are not!
First email sent on 15th Oct
Their written reply is dated 18th Oct, advising if I want them to 'consider my representations further, they will need sight of my badge within the next 14days'.
I didnt receive it until 25th Oct - so this only actually gives me 7 days to respond. Given that I am due to go on holiday this weekend, I will now have to take time out of work again tomorrow to sort this out.
Its immoral!! Can I do anything at all about this?. They cant possibly enforce this, but they shouldnt be able to waste public funds and time like this.

When a council-issued PCN is thrown out, the council obviously don't get their money. IMO, they should also be penalised the same amount for all PCNs which get overturned at PATAS or ajudication. As it stands, the council lose nothing by fighting all the way, even when it's a lost cause - the employees are still paid, and there's a chance they'll get their money as the motorist "folds" due to too much hassle. Hit them where it hurts, and they may be a bit more reasonable/fair-minded. (Actually, I would like to see the individuals who reject appeals which are later successfully challenged, and CEOs who issue obviously duff tickets, pay personally).0

Coupon-mad (AKA SchoolRumMum) is your best mate for these as she's an expert on Disability issues.
Check you local authority site for the actual parking conditions in relation to BB's as many have an automatic quashing procedure for 'first offences'.0 -

So would I, or at least getting a warning at work for wasting public funds.!0 -

'Parked in a designated disabled person/s parking place without displaying a valid disabled person/s badge in the prescribed manner.'
And you were displaying.
Appeal it, all the way to the adjudicator if necessary. You have your pics, it'll be interesting to see theirs.
You should seek help from Coupon-Mad on here, or anyone at PePiPoo in the Council Tickets forum (Coupon also posts on there as School Run Mum) on how to word it, but to be honest this shouldn't need to be too technical, it sounds straightforward to me.Je Suis Cecil.0
