Wet wall: leak or rising damp?

Can anyone help me identify this prob, please?
I live in a Housing Association bungalow built in 1950's. Today I noticed that the wall between mine an my neighbour's living room is wet from top of skirting board to approx 10" up the wall. It's not mouldy but is def damp to touch. Must have happened in the lst few days as the wall was fine last week.
Neighbour says they don't have a leak and no pipes run along the wall.
Is it poss that damp/moisture can come up from the ground / foundation into the wall? The floor is concrete with waterproof membrane and laminate and no other walls are affected. The walls are plaster and painted.
I'd like an idea as I spoke to the housing office today but they are saying it must be a leak from next door.I'd like to
have a better idea of what might be the cause when I call them tomorrow. Another neighbour told me that the Housing !!!' have poor track record of dealing with damp probs as they are expensive to repir.

It's a leak. Probably from a pipe in the concrete floor.0
