Where do you stand if your switch can't be done?

Ok, so here we go, three months ago i moved home and tried to switch gas/electricity suppliers. Did my research picked what I wanted, got the ball rolling and got to give a meter reading to my new supplier and I've been unable to do this. I ring when I can and get told the system is down, I go online and the meter reading system doesn't work and I'm still waiting for a call back to give my readings and I've just given up on waiting on the phone again tonight.
I still get billed monthly from the original provider of the house, so since I've never been able to switch am I able to just pick a new provider?
