Mr Bichard is merely a life peer. He is no more of a toff than Mr Kinnock, Mr Hattersley or that nice Mr Sugar.
He's a former civil servant. Ran the Benefits Agency. Worked for Blunkett. That sort of thing.
Ran the benefits agency,.... what a mess they're making of that... you spend your life paying into it but unless you're an asylum seeker you will be at the back of the queue to get what you've paid out back.
Hardly a person to advise on anything .... I would not respect the opinion of Lord Bichard to clean a latrine let alone run old peoples care homes.0
