Hubby is due to get £1500 PPI money back but has had a letter from the bank to say it's taxable. Surely that can't be right so he will effectively pay tax twice don't see how that's fair?

The interest element is taxable as interest is taxable in the UK. The capital refund is not taxable.I am an Independent Financial Adviser (IFA).
