Student Finance Application declined- advice needed

Can anyone help with advice regarding my Student Finance application and rejection?

My application for support to study a Foundation Degree was reject, as I had previously completed a BTEC Higher National Diploma. This HND was back in 1989 and only consisted on 8 modules. I understand current HNDs consist of 16 modules. I had considered the course to be higher than a HND, particularly as it will lead to a full degree, which I plan to do following a period of relevant work based experience.

Are the old HND courses considered to be of the same level and points as the new HNDs?
I am hoping there may be room to appeal the decision.

Any advice would be much appreciated.

    As a Foundation Degree is the same level as an HND, you won't get funding for it.

    HNDs, then as now, are equivalent to the first two years of a degree and can be topped up by another one or two years study, in exactly the same way as a Foundation Degree can. If anything, an HND is a slightly higher level.

    Have you considered topping up your HND as this would be funded.
