bricking up a doorway

HI all,
We're thinking of bricking up the former back door to our house. The previous owner put a conservatory on and added in large double doors but the old back door also leads into the conservatory and we never use it. It currently has a tumble dryer in front of it and I really need to block it up to gain more workspace in the kitchen.
So I want to find out: do I need building consent?
What would a ball park cost be?
Plus we're thinking of maybe making the top 3/4 a window to let light into the gloomy kitchen and wonder if it would be best to make it an opening one?
