Yes, I suggest the OP contact the banks listed on that webpage.
Whether they will accept him as a customer or not I have no way of knowing.
The main point is that there is no prohibition on UK banks providing an account to a non-resident. Whether they choose to do so is another rmatter.A kind word lasts a minute, a skelped erse is sair for a day.0 -
