If you put the slabs down well and correctly, you should be able to get them like a billiard table.

But can upset them if they aren't laid flat/on a firm compacted base, as the weight will almost certainly end up on the edges at some point, which if they aren't down flat, or the base isn't compacted/set properly can pivot and rock over time (bearing in mind a wheelie bin can be something like 30-50KG on two wheels, going over the edge of the slabs*).
It's generally better to possibly "over do it", and not have to worry about redoing it in the future.
My dad always calls the tamper an "elephants foot" for some reason, and it's well worth having one in the garage for laying slabs especially as it's quite cheap(although next time we need to do anything like that, I'm buying an electric or petrol one, as they're down to £100 or so to buy now)
*Green bins especially can be very heavy if you've got a reasonable sized garden.0
