Stop tap saviour.....?

Getting the bath replaced, as the old one is cheap and has multiple cracks in it.
Neighbour is an electrician, sound bloke, knows everyone, recommended a guy who could fit us a new bath.
Taken an age to get round to it being fitted, today was finally the day. Left him my keys (I'm very trusting), came home from work, keys have been popped through the letterbox, nice, job done.....
Nothing done.
He couldn't turn the stop tap to turn the water off so didn't do anything.
Didn't bother ringing me to tell me.
He said he can't change them and I will need a plumber....
I've rang another plumber who seems good, lives round the corner who laughed when I said the original plumber could change the stop tap.
Lucky escape?
I'm gutted and angry that he didn't get in touch and that he probably isn't even a plumber!
But...,he has bought the bath (about £500) , do I buy it from him and get someone decent do fit it, or tell him to keep it? I feel guilty doing either of those but I don't feel like I can trust the guy!

If he doesn't know how to go about sorting it out when the stopcock is apparently seized then I would have the gravest doubts about his other plumbing skills tbh. If you've lost faith and trust then there is only one answer. Get rid!
