Electric Panel Wall Heaters

Hi
Wonder if anyone can help. My son has just moved into a flat which has electric wall mounted heaters. Our problem is we don't know how to set them. There is a covered control panel on the front of the heater which holds a timer dial and a switch underneath. The switch operates-on,off & timer. My problem is how to actually set the timer. The timer is like a dial within a dial. Does anyone know how to actually set the clock as there is no indication on the panel on where to set the clock (an indication point stating what the time is?) I am probably being very stupid but hope someone can help

    The landlord should provide instructions on how to operate any supplied appliances.

    Alternatively, if you put into google the exact make and model of heater, perhaps you could find some instructions?

    Does it look anthing like this timer?

    If so, the actuation time is shown by the arrowhead at about the 2 o'clock position.

    Electric heaters!!!! use them and costs will shoot up.
    For one 3 Kwh heater you are looking at 40p an hour.

    Cannot help with the timer, would he not be better with a hot water bottle and blanket on sofa?
