As a landlord we charge a fee and get a tenancy application form filled in and signed which is as recommended by landlord's groups. It asks for more info than I feel comfortable asking but is required by insurers. A specific check can be done thru landlords associations at 2 different levels of detail, but only with consent of the tenant/guarantor. The fee we charge is less than tenants pay who go thru an agent. As has been said this is normal and also refundable (by reduction on first month's rent) for successful applicants. A couple of times I have paid for checks for prospective tenants only for them to drop out so we now always charge.

Worth checking if this is a consent for the LL to do a check on you versus "please send me your credit report" - the former is quite normal but expect to pay for the privilege and the latter is nonsense. I suspect from the "asked to gain" bit this is a request for the LL to do a check themselves on you. If you are asking to provide this to avoid the fees associated with this check the answer is - unlucky.
