    What you need to acheive is to stop the warm moist air in the house coming into contact with this very cold surface causing condensation.

    So whilst you may not be able to properly fit the foam pipe insulation all the way round, fitting it as far round as you are able (and thereby blocking air flow round the back) should still acheive similar results. In this instance you aren't bothered about keeping the pipes from getting cold as much as just blocking cold air from getting to them.

    The other option is to box them in and fill the void with loft type insulation so that again air can't get to them.

    OP he means air that's warmer than the pipe.
    A cheap alternative might be to place a piece of foam or sponge below the pipe and squeeze it out regularly. Not ideal, but an option.
