Debt I want to sort out (Apex Discovery solutions)

I recently recieved a letter through the post from Apex Discovery solutions.
The letter itself has my name, county and postcode but not my ACTUAL address. also after reading other posts i have found my letter is similar as it asks me to call 08458498931 and quote a reference no.
I know they are a DCA and have been racking my brains to think of debts I may have outstanding and have come up with the following;
1. I used to live in aberdeen as a student so was told I didnt have to pay council tax. One thing led to another and I dropped out of university but continued to study part time. At the time I didnt have a job and about a week before I moved out I was hit with a massive bill for council tax that myself (being jobless) was not able to pay. I then moved into another place, tried sorting out paying council tax from there, but again they hit me with a massive bill that I couldnt pay as I was only working part time and could barely afford to feed myself and pay rent. I didnt pay it.
2. Around the same time I opened a bank account with RBS with a student overdraft. I didnt use the account but an ex gf was having problems with money so I (idiotically) allowed her to use my account to put wages in so it was still being used. She conveniently maxed out the overdraft before we broke up.
My question is, I would like to contact Aberdeen council and RBS to arrange a payment plan and avoid this Apex solution thing all together. Is there any help on what to write in a letter to them both? or will Apex just demand I pay through them?
I have not contacted them and have no intention of doing so.

You need to find out first who owns the debt, if rbs doesnt then you will have to deal with apex. Inregards to the council, they would always own it if it works the same as in englandDon't put your trust into an Experian score - it is not a number any bank will ever use & it is generally a waste of money to purchase it. They are also selling you insurance you dont need.0

You can respond with a prove it letter if you want to know more.
Your other option is to wait for them to send some proper details.0 -

these debts were racked up about 4 years ago. And this is the first time I have heard anything about them. I no longer have access to the bank account with rbs as the card expired and was destroyed so the account is not being used.
the council tax, both times I was living with other people but they seem to leave me with the whole bill to cope with on my own. Not having a job at the time and being expected to pay over 150 each month on top of 500 rent is ridiculous.
my own fault though, I'll wait it out. see what happens. I am in a position to start paying back now. I just dont want them to suddenly expect me to have it all at once. Which i know wont happen, I just dont trust these letters coming through.0
