"google end user lice agreement" error each time

Each time i start up laptop i keep getting this "google end user license agreement" blank screen. Been there for many months now, i think it happened after trying to install Google Earth.
I tried uninstalling all Google applications but the blank error message still remains.
Not sure how to post a photo ..can one not upload directly from pc a jpeg file?

Open msconfig and look for something along the lines of eula launcher on the startup tab
