Santander being awkward over PPI

I am trying to make a claim for missold PPI against Santander from a mortgage that I took out in 2001.
I went on the Santander website and they tell you to fill in a standard form designed by the FOS (and provide a link to it). On the Santander website it clearly states "By filling out the PPI Questionnaire we will have all of the information we need to assess your complaint"
I filled the form in, sent it off and lo and behold, they have sent me another form, which looks to be exactly the same and Ive rang them and they have told me I will need to fill that one in too? I argued the toss with them but they were insistent and I have a feeling they are hiding something.
Does anybody know what they are playing at ? Are they just natually awkward and how come they can state on their site they will have all of the information they need and then change the goalposts ?

Im having much the same problems with Santander. It seems their standard initial response is that they can't locate your policy. Then if you persist, miraculously they manage to find the documentation but send out the same questionnaire you've already submitted! I think they are generally out to make it as difficult as they can, to put people off claiming! Tactics that's all it is! Dont give up - Im not going to - Im going to fight tooth and nail. Oh and they've also disregarded all my documentation saying they want to see bank statements (see my post). I think they're giving themselves a dreadful reputation and I certainly wont be banking with them again.0
