Hello
I received a ticket yesterday before driving back from holiday for over staying ten minutes
The ticket has handwritten adjustments such as the 80 quid fine has been struck through and 60 handwritten and the bit that charges a fiver to appeal has been scrubbed through. The ticket was stuck on a windscreen in a yellow bag which states it is an offence to remove it unless you are the driver - which i understand for ppc it isnt
Shall i ignore it? I cant see them pursuing me 300 miles in court for it :mad:
How do i get a copy if the contract between the landowner and the ppc?

Yes I concur with the above, ignore them completely unless you are not the registered keeper of the vehicle. Their invoice will not comply with the current rules after October's change, so don't worry about it. Also there is no point trying to get the contract as its not going to effect anything.Excel Parking, MET Parking, Combined Parking Solutions, VP Parking Solutions, ANPR PC Ltd, & Roxburghe Debt Collectors. What do they all have in common?
They are all or have been suspended from accessing the DVLA database for gross misconduct!

I would add a note of caution here. The area immediately around the harbour and some adjacent areas fall within the jurisdiction of the Falmouth Harbour Commissioners and over which their bye-laws extend. There have been instances of Armtrac - historically - being used to enforce those bye-laws. it remains to be seen that the newly constituted Armtrac (new owners) retain any contract with the commissioners.
The bye-laws require that a parking ticket is displayed which is valid for the time for which the vehicle is parked.
Establishing the precise area over which the bye-laws extend is next to impossible and could probably only be confirmed by signage.
I have used GSV to look at signage in what seems to be the main car park without anything obvious other than standard "Have you paid and displayed" signs. However, on the opposite side of the approach, off Campbelltown Way, I think, on Discovery Quay you can see Armtrac's signs next to the Pay and Display machines. Can't make out the wording on either.

Cant see anything on the ticket about contravention of byelaws
When driving in off the main road there is no signage, appears the car park is split though accessble from the non pcc end. I saw the sign about 15 foot high in small writing only after returning to the car and seeing the ticket
Ticket came with a small piece of paper giving an alternative po box address to write to for appeals, different to the one on the pcc
Found a pdf from the falmouth comissioner mentioning that armtrac are authorised to ticket and clamp on their behalf, no mention of bye law0 -
The PDF is possibly wrong, noone is sure if clamping is allowed in these circumstances.I'd rather be an Optimist and be proved wrong than a Pessimist and be proved right.0

Can you provide the exact wording of the yellow sticker?
Does it say "Penalty Charge Notice" or something along the lines of "Parking Charge Notice"?
To whom do you appeal? Armtrac again?
Does the word "civil" appear in their text? Are there threats of County Court? Do they mention administration charges if the required to call in "debt collection agencies"?0 -

the yellow sticker bag states PARKING TICKET with the caveat unlawful to remove etc
The ticket itself only alludes to contacting DVLA for RK info
I have been in touch with the landowner, they confirm an agreement is in place and they also said
It is a condition of our planning approval for use of the area as a car park that we must have a monitoring process and a system of penalty fees in place
I like the word penalty. I presume this is not a good work for the landlord to use.
They also state that
I can confirm that if a motorist receives a parking ticket which they ignore and refuse to pay, Armtrac can ultimately pass the case to a debt recovery service and/or issue a County Court Order. However, this is only ever done as a last resort and Armtrac always issue a number of reminder letters before initiating this procedure. There is also an appeal process which motorists can pursue if they dispute the issuing of the ticket.0 -
Renegade, I think Armtrac have new owners because they have handwritten and crossed out some of the terms like £80 fine and wrote £60 and put a line through £5 admin charge for appeals.0
