Just looking at eBay and found this

Is this allowed? Starting bid is 99p with free delivery but then they say the price is £70 and it's an 'advertising cost of 99p'

This is clearly a business seller trying to avoid fees. Lots of boots for sale, lots of different sizes. Also buying off Ebay as implied will limit your rights should any problems occur. With a dishonest seller like this, problems will likely occur..0

But surely if I bid 99p and won the auction, he wouldn't be able to charge any more than that? (and with "free" p&p too!)

They will come unstuck if they go for 99p.
They should of put a reserve or a BIN price on them if that's what they expect them to go for. Looks more like inexperience, than an attempt to avoid a few pence listing fee to me.
Could just be someone clearing the wardrobe, no other feedback as a seller.0 -

I doubt it.
6 pairs of brand new boots in 5 different sizes, and one of the listings gives a choice of 2 different colours.
The seller states that they are all ex-display, so they either work in a shop or made a bulk purchase of ex-display boots to sell on at a profit. Either way, this makes them a business seller.0 -

There is another was to tell that the seller is running a business.
THE BOOTS ARE BRAND NEW, NEVER WORN OR TRIED ON
I've yet to meet a woman who could possibly have 6 pairs of boots in her wardrobe and who has never tried them on at least once or twice.
Forget the women. If I saw the Vanelly cowboy boots, I think I would have tried them for size.0 -
