I don't think dental treatment is free for anybody. Dental check ups are free for some people but not the treatment, I think it is greatly reduced for people on certain benefits.

If in receipt of means tested benefits, all NHS dental treatment is free.
If you are entitled to free dental services from an NHS dentist, you will usually receive a credit-card sized plastic card from the DWP which you should show to claim the free service.

That is the case for those on tax credits. Those on IS/ IB ESA etc should take an award letter as proof of their entitlement.

I'm on income support and get free treatment but have to pay for the Hygienist when it's only a 'wash and brush up'

If the scale and polish is needed for clinical reasons it should be free. However, many dentists no longer have an NHS hygienist, so people are pushed to see the hygienist privately. Even if this is the case, there is no reason why the dentist cannot perform the scale and polish themselves without charge. ;)

I'm on income support and get free dental treatment at a private practice (which used to be NHS) - the dentist does the scale and polish and it's also free.
