Account suspended

I'm at a friends house now and they have had there eBay account suspended (only opened 4 weeks ago).
Ive been through emails and explained to them why its happened etc.
Copy of one is below, before they were suspended.
they have asked for PERSONAL ID details and the item in question was a gift. They dont want to send personal details (I wouldn't either). Do they record passport numbers etc against eBay member accounts?

What do i do for them (they only have an expired passport but not current or driving license, or receipts as they were gifts)

Once you have submitted the documents please allow 72 hrs for our decision. Once we have received and verified the required documents, you will be able to start selling your items and bid on eBay. If we do not receive the required documentation within the deadline, your account will be suspended.

The data and documents you submit will be processed and collected by eBay in accordance with privacy laws, solely for the purposes related to the verification of users, and kept for a period not longer than necessary, as provided by Law 196 / 2003. eBay reserves the right to verify with third parties interested in the information and documents you submit.

If they want to sell, they need to comply.
