Advice on portable air conditioning/heat pump unit

Hello, I wonder if someone could help me with this please. I have loft room which is used as a bedroom but it gets very cold in winter and very hot in summer. There is no central heating in this room. I have been looking at installing air conditioning with a heat pump to keep it warm in winter and cool in the summer but the cheapest quote I can get comes in at over £2000 which is way out of my budget. I have done some research and there seem to to be portable air conditioning/heat pump units on the market for around £500-700. They come with a kit for venting the unit to the outside.

Does anyone have any experience of this sort of unit? Are they effective? How noisy are there?

Any information on this would be gratefully received as would be any advice on any possible alternatives.
