Taking over a council tennancy

Hello all, serial lurker here would appreciate a little advice. My parents have lived in a council house for as long as I remember; the one they currently live in they have been in for about 14 years under Derby City Council. They are finally ready to buy a house but were wondering if I wanted to take the council tennancy and have my girlfriend move in. I live with my parents at the moment, unfortunately I am technically a postgrad student doing work experience, although I get paid enough for it while I study if that's of any significance.
I don't believe they have changed the tennancy before. They don't have anything against them such as anti-social behaviour. I believe they are up to date on rent, though if they did have any arrears I could pay it off for them, but would the fact that they were at some point in time behind count? What options are available, what should I find out, etc. Thank you in advance for any advice.

Easiest answer is to get it direct from the horses mouth and phone the housing department. There usually is one change of tenancy allowed however with the proposed changes to the housing laws, if it is more than a 2 bed house you may find yourselves being moved out anyway.0

i don't think you'll be allowed to do this, i thought social tenancies were only passed down under succession rules (on the death of tenant). property will need to go back to council and let to someone on their undoubtedly v long waiting list.0
