That is strange. And I can't see an immediate resolution as it was a voucher. If I were you, I might try and put the ball in paypal's customer services court by calling or emailing them, and giving a full description of the problem. Then if the seller queries the problem, tell them that paypal customer service are sorting it out.0

I would have expected someone in Hong Kong to have a very good command of English. Though your sender is perhaps a recent internal migrant to Hong Kong, or perhaps some other circumstances.
If it were me, I would reply to the sender in short, clear, sentences explaining what the situation is, and recommending that they contact paypal customer services too.
Then I'd leave it.
No way is this guaranteed to be the best strategy, but it's what I'd do.0
