Penalty charge notice vs parking charge notice

I have read a lot on here about pcn's etc and understand why parking charge notices are not legal.
I was wondering what the legal difference is between parking cn's and penalty cn's?
I have had a few penalty charge notices and payed up but you do see people on youtube etc.. arguing against these, also on a legal basis with similar arguments, namely no contract.
I'm not saying I don't agree with councils having this power as they are 'hopefully' fining people for genuine reasons like keeping traffic flowing etc.. I just wanted to know why their tickets are fully enforceable under the law, even if people use the no contract argument?

People arguing "no contract" on these are FMOTL nutters who rely on the Bill of Rights, they're the ones ending up with bailiffs calling round to recover several times the original cost of the ticket.

Had one here a few days ago, claimed he never got a parking ticket because he had a Magic Notice in the windscreen of his car. He recommended a website and forum which, he claimed, would explain all. So I had a look and the forum was full of pillocks whining that they'd put the Magic Notice in their windscreen but somehow they'd still got a parking ticket - or even worse, bailiffs had come and taken their car away!
So that works well then...Je suis Charlie.0
