Financial help for a single parent full time student

Does anyone know if you are still eligible for a Student finance company loan when on a debt management plan?
The course is a full time Open university degree course in business studies (3 years). My sister is looking to start the course in February 2013 and is a single parent with 3 children aged 3,8 and 9. She has an annual income of £12,000 from income support and aims to work part time whilst studying. She is on a debt management plan and believes that she cannot have a student loan because of this. I can't seem to find any information on the direct gov or student loans company websites regarding this.

Student loans have nothing to do with your personal financial situation so need to worry on that score. However, an OU course is by definition a part time course (even if you take 120 points a year) so she can only get a fee loan, not one for maintenance.0
