PayPal have withheld my money?!

Hi I checked my PayPal the other day and I had cleared funds so I brought my daughter 2 dresses on eBay as the funds had cleared. Then I went to pay it let me pay for one of the dresses but I went to pay for the second (using the eBay app on iPad) and it come up "PayPal can't complete the transaction".

So a bit confused as to why it told me for explanation to log onto my PayPal account which I did and it says as I'm new seller PayPal withhold your payment for upto 21 days which I fare enough and has happene before..... But the 2 most recent things I sold have both been received and both left good positive feedback.

A buyer got in contact with me the other day saying she hadn't received an item which I sent the end of August. Could this be why ? But her payment was for only £3 but PayPal are withholding more than that

Hope that makes sense sorry if it doesn't I'm quite new to eBay PayPal etc

This is standard practice for paypal to do this for relatively new sellers, they don't usually hold funds if it was a small amount of money but I have found that if it went over £30 it got held -As both of your buyers have left you positive feedback they should have released the funds, get in touch with paypal - they are really good at sorting this out as it happened to me before
