I'm editing a video, using Windows Movie Maker, for upload to Youtube.

Assuming you have the latest Movie Maker
First under the 'Projects' tab check you have the correct Aspect ratio so you don't have any letterboxing or pillarboxing on your video.
Then at the top under 'Home' on the right hand side is 'Save Movie' you should have the option for 'Recommended for this project' that should see you right, if you would like to force 1080p even if your content is not then select 'For high definition displays'.
Youtube can accept any of the formats Movie Maker can save as (all seem to be mp4/h.264) so it only really depends on the vertical pixels of the video.0
