Vista Parental Controls on XP?

I have just seen the Vista parental controls on a PC in a shop and was quite impressed. I am wondering is there anyway to get such controls running on XP? I have a 2 year old PC that runs very nicely (2.8Gb P4 processor with 1Gb RAM) and I dont´want to ruin it by upgrading it to Vista and to only find it runs slowly - and I have to shell out silly amounts of cash no doubt!
